Objective: In response to the City of Astoria’s Comprehensive Plan, Owens II will provide housing and services in downtown Astoria for seniors and individuals with disabilities. Conveniently located in downtown Astoria’s historic district, the project offers residents comfort and convenience.

Owens II is an opportunity for the Northwest Oregon Housing Authority (NOHA) to convert an underutilized parking lot, adjacent to the existing Owens Adair building, into 50 affordable apartments for older adults, many of whom live with disabilities. NOHA currently owns and operates Owens Adair, which includes 46 units of low-income housing and parking on the other half of the property, which they will use as the site for the new building.

The City of Astoria’s comprehensive plan recommends building housing for the elderly and disabled in downtown Astoria, so that residents can be close to amenities and services. Owens II addresses the needs identified by the city and will be able to house residents using project vouchers, on-site services from Clatsop Community Action (CCA) and the coordinated access system, which not only provides access to local homelessness services. system, but also increases the effectiveness of homeless support programs.

Located in the Astoria Downtown Historic District, Owens II’s design will complement an existing building on the other half of the site and use brick, fiberglass windows and a standing seam metal roof to meet Historic Landmarks Commission standards. Owens II is a partnership between CDP and the Northwest Oregon Housing Authority (NOHA). NOHA will be the long-term owner and operator of Owens II, and Community Development Partners will be the developer. The project will use a funding mix of the 9% Low Income Tax Credit, HOME, GHAP, OAHTC and project vouchers. The project will include 13 permanent supportive housing units with operational funding for support services from OHCS. The project team is also part of the Support Housing Fund 2022 and will bring that collaborative experience to the operation of the property.
